Biography
Hon. Phil P. Campbell represented the third district of Kansas in the United States Congress. Convinced by William L. Bush of the need to curb fraudulent stenciling of pianos with fictitious maker names, Campbell introduced a bill on January 4, 1912, modeled on the Pure Food Law, making it unlawful to place goods in interstate or foreign commerce without printing, embossing, or stenciling the true manufacturer's name and address upon the article.
